Didn't read that article, but what I remember from my D3 days was it was mostly about route timing and consistency on both sides of the ball, especially in the 3 step game.

With the inside foot up, a slant on either side of the ball has your outside (plant) foot hitting the turf on your 3rd step regardless of which side of the ball you are on. Keeping a dominant foot forward turns a slant into a 2 or 4 step route on one side of the ball potentially throwing off timing between the receiver and the quarterback.

I imagine there are likely some advantages to release technique as well.
