I think they know about it. It's probably just that the sim engine is complicated and fixing this one issue causes another, and they have chosen the closest balance they can achieve. Perhaps re-building or out-sourcing the code work is expensive so they don't want to put resources into fixing it. Or maybe they just plain don't know how.
Whatever the reason, with the chronically skewed sim engine, year after year... I doubt a patch will fix it.
