nN, you can not play offline with 2 players. But you can go with 2 user-controlled coaches/owners/players and then switch back and forth when all tasks are done.
Not the most convenient way, but better than none

So, hypothetically, my brother and I could each use a team offline? If we were on each others schedule we would play head to head with our teams?

Yes. But i don't know if you can play head to head in the same ccm if you are on shedule.
But there is the screen where you can select teams, unis, playbook etc. so theoretically you can turn on the second controller and select both teams.
I never tried that.
