NOT TRUE!
I got mine on PS4 yesterday just after I saw the news here on OS.
I don't know about the XBone though...
Edit: Actually now that I think about it I bought my digital copy from the US PSN Store, so don't know if that makes a difference!? If so that's just plain stupid.
