There are two guys on Twitch right now that are streaming and both of their games I'm seeing some pretty significant framerate and stuttering issues.

It's probably twitch. All the streams I've watched there haven't been framerate issues and if you go into the Q&A thread 3 different people with the game have confirmed smooth gameplay and cutscenes. No issues at all.Comment
