Best non-gem PG for Pick and Driving with 20k max?

Hi guys.
I recently won seed 1 so I try to relegate myself to div 5 to start over, trying to compete with a low-budget non-gem team. I play a lot with Pick and Fades, so I would like a PG that can drive to the basket even with some contact and can pass the ball.
So overall I would like that he is good in driving
Good passer
Fast
As secondary elements I would prefer that he is good shooter/defender.

I was thinking of Penny Hardaway but I have never used him, I am concerned about his speed a bit.
I wouldnt like Curry as I cant find his release timing even with the Sapph version

Any proposals? Remember, non-gem between 15-20K

Tony Parker, Kenny Anderson, Kevin Johnson. Neither are great defenders, but they are cheap.

Others would be Tim Hardaway, Bob Cousy, Penny Hardaway also.

And these tend to go for 20-30k but you can find them for below 20k:
Gary Payton and Isiah Thomas.

Mark Jackson too, but he's not a great driver. Mike Conley also fits your description.

I'm a huge Irving fan in 2k. He seems to slip in anywhere, great finisher, and can draw contact. On top of all of that he's a great shooter. He's dirt cheap too.

Robert Pack is real cheap can do everything at PG except shoot the ball. But that doesn't matter if you're going to be driving all the time with your PG.

CP3 is undeniably quick and can pass very well. John Wall's posterizer badge and brutal crossover also make him deadly. I play Curry, because his behind the back move is absolutely ridiculous and his layup stat is ill. (And he's the soon-to-be MVP)

Whoever you go with just make sure you badge them up. I'd go with pick and roll maestro (obviously), acrobat, dimer, and posterizer if you go with wall or rose. Screen outlet and brick wall for the pick men.

Edit: Also, everytime I play against Penny Hardaway he drops at least 20 on me. He's a great player also.

I picked Penny.
I tried him in one match. Obviously this can not be definitive since only one match is not enough, but he didnt impress me. He had solid shot, easy realise and strong to finish the layup. However he seemed to lack the explosiveness to run through the opponent's center after receiving the screen from my center.

Similary I was a bit dissapointed with Mutombo.
I thought he would be a poor man's Wilt, but he got 3 rebounds in total game or something.
Of course I will need another for at least a total seed with them.

I like CP3 a lot, Lillard and Wall are also great. Get yourself a badged out gold Dwight, crazy good and imo much better than Nuggets Mutombo.

Mutombo was real slow and slow jump too. Very difficult to use. I got myself a Howard for 9K and badged him up.

Also Penny, was really lacking the speed to break through the pick and drive to the basket or pass to the corner. I sold him for 35K (he was fully badged) and bought I Gold Curry with 30 gold badges for 28K
