"What is the best way to go about signing a regen to your squad?"

So ... it is January 1st in my career modes ... I have done some good searching and I have found a variety of promising regens ... and I have added these players to my shortlist. How should I go about adding them to my team?
(1) Should I attempt to buy them during the current transfer window?
(2) Should I wait until the summer - and then try to buy them in July/August?
(3) Should I try to loan them now + negotiate a future fee to buy them at the end of the loan?
Is any of these three methods the best? Which option will be the cheapest? Do any of the options increase the probability that the player (or club) will accept my offer?
