It depends. If you want the most updated rosters including many of this year's rookies, you have to download the offseason roster and then start an association on your own. But be aware that that isn't a final version, so many players have 0$ contracts due to haven't agreed to a contract yet in real life. The Association file was last updated on March 7th.
