It should be close to that . The only thing with blocks is once the AI catches on that you are a real threat to block shots they shouldn't test you as much. That is what happens in real life. In 2K14 you could really get a high amount of blocks because the CPU was persistent.
You don't routinely keep challenging Ibaka, Hibbert, Davis, Dream etc. over and over again or you don't get so quick to put offensive rebounds back up after a rebound around them.
One of those sports conference studies did some advanced statistics showing that great shot blockers impact were so great that people attempted less shots therefore their blocks per game could be low but it was mainly because people stopped penetrating the paint.
