Fictional Team League ?

I wonder in 2k16 can I control all 30 teams and rebrand them to a fictional team or is this not possible ?

Pretty sure, looking back at the MyLeague info and comments, MyLeague is your sandbox. You can rebrand your team any time you want, I don't see any reason why we wouldn't be able to rebrand any team when we have 30 team control going. Unless there aren't enough fictional logos to go around? Well that won't matter since you can create/download your own logos, and those of others.
