I believe what NGY88 is referring to is your upcoming draft. While you may have 27.7 million in cap space showing in the trades area there is a portion of that money blocked off for you to sign your draft picks in the upcoming draft.

So the higher the draft pick the higher amount of salary cap that must be blocked off for you to sign that draft pick. If you want more of the cap money accessible during free agency you will need to execute trades that get rid of draft picks or allow you to move lower in the draft
