My memory is fuzzy, but I think someone last year with Madden 16, mentioned the CPU trait purchasing problem when having them progress only at the end of the year, so I had automatically went 4/4 for me and the CPU from the start.

You never know what gets changed from year to year, but it seems like it's the same logic for M17.
