We've been exploring this issue with the OL/DL interaction on another thread. If you have the time I recommend going through it as we are at the same frustrating point you are at.

There are indeed hidden OL attributes that are affecting how the OL plays. I went back to M15 and by editing these was able to get ratings to matter.

Essentially it comes down to until EA makes those hidden ratings editable or truly removes them, there really is nothing we can do to improve the OL/DL interaction.
