as far as I remember all of those guys have normal dev. If u want a guy to become a superstar he's first gotta earn that quick or superstar dev by winning awards or making pro bowls.

In my fantasy draft franchise Goff won rookie of the year on a CPU team and he's an 85 in year 2.
