I've done many.

Just create a player, and make sure the birth year is correct for the draft and the team and draft year isn't selected; I think you can go 4 drafts deep.

Leave them on the free agent list, and then move them over to a CHL team. I think if you do the third year or fourth year draft they have to be moved to the OHL.

I've found that the game doesn't develop the underage junior players, so create a future prospect with the same ratings you want him to enter the draft, and he'll still have those rankings when you get to his draft.
