I don't have a definitive answer because I have no proof but I would guess that sliders immediately take action, but you have to understand that each game will play completely different even if you use the same sliders over and over, it's all about individual matchups and ratings, not about team overalls. I do believe that you need to input sliders in main menu and then load them in cfm, not manually plug them in.
