Lol, there is no way it was a glitch. They're just trying to save face and sweep this under the rug like it never happened. They even advertised the "happy hour" everywhere if it was a glitch there wouldn't be an employee putting up the ads up. The only thing they can do would be to let the people who got the same submission cards over and over to trade it in for another random 5* card and I srsly doubt they would give two ****s to do that.
