Take a look at the real number of players on the DL at any one time. It's in the hundreds.
If you want your franchise to be even close to realistic, you need to start it with a lot of players on the DL. This increases service time for younger players, gives them more MLB development, etc, like in real baseball.
I am not so concerned with the rosters being exactly accurate to opening day, but I also didn't want to start a franchise with a 100% healthy league. This chart is the easiest way to get a realistic proportion of long term injuries, short term, etc.
