Generally yes, every PS4 digital title I've pre-loaded (and that list has grown by quite a lot) unlocked the moment that timer hit 0. Sometimes online services and such weren't ready at that moment, but I've always been able to at least start the game.
I'm not pre-loading (or buying) this particular game, just chiming in with my experience.
