I know this is a bug but a work around for the moment i found that works is

Make sure you have auto subs on auto in the main menu but straight after the tip off go into settings and turn it off and they will sub and timeout as normal . Also this enables you to make subs yourself as well as the cpu making subs to

Also a side note because you've turned it off in game next time you turn the game back on be sure to make sure in main menu settings its on before you get bsck into the game after turning the console back on.

This shouldn't be a thing but it is atm and this is a work around.
