I would try deleting profile and starting from scratch.

I am assuming you are testing the penalties in a CFM?

You will have a variety of games with a low number of penalties and a variety of games with a higher number called.

I know there could be improvement and something EA should look at, along with the challenge system and cpu playcalling system.
