I haven't tried starting from a different point in season, but I know that in online franchises if someone joins midseason all players have the same, issue, end up saying not interested. This happens even if the team was user controlled that same week by someone else but the team switched owners.

My guess is that either the CPU "attempts" to resign the players in that time of the team technically being CPU controlled, or it's just a bug that it happens every time. Either way, I am willing to bet it is happening to you because of the same reason. Although you are starting your franchise in week 13, the game treats it as if the team was cpu controlled for the first 12 weeks.
