Basically you want to edit all scrambling QB's.
First page of the player profile, change the Scrambling QB type to one of the following: Balanced, West Coast, Scrambling or Pocket.
On the fifth page, the traits page, which is the page after the ratings, change the scrambling trait to Balanced.
