I don't think it asks you after the first season, but it is still Week 3 when you get to choose your draft class format. It just doesn't prompt you after Season 1 for whatever reason. So click on your scouting, and press the button to edit, I believe it is R3 or L3 on PS4. This will bring up your choice to edit the draft class, download, or import a local file.
