Question about the Elbow range.

The Elbow should beat the Jab and a Hook right? I honestly believe the Elbow should be beating the Jab when they're up at kissing range, yet if you mash a Rear Elbow in someone's face when they're starting to throw the jab uppercut hook, they can still fire off their strike like nothing happened.
