It's mostly because EA who develops the NHL series is based in Burnaby, BC. It's just simply the closest team for them to update with facial tech, so they are the biggest. To get Toronto or Montreal players they would need to wait for a game in Vancouver, or fly them out. They will barely put out expense for actual alumni, let alone facial scanning

So they take the local team, and the local guys (guys who live in BC during the offseason)
