It was tough to come up with a way to do that.
1) Look at the main association's power rankings. That's 30 teams, so squads ranked 26-30 are out.
2) I'm running parallel associations with the other mods in order to have all the teams playing. I check for similar records then make a list of all of them.
3) A bit of randomness, of course.
