I'm not sure how the CPU handles scouting, but they do spend XP on coaching skills and player upgrades. And they will do it depending on the frequency you select. I recommend at least every 4 weeks or the season for progression, because if it is done every week the CPU will end up spending coaching points on the cheapest skills (which really aren't that useful).
