NHL Legacy is way easier to mod than 2K games because the files are already extracted and modded.
There is a lot of research to do for 2K.
How much money do you want to spend? I've been making editors for WWE SVR 2010 and helped out with snowdrifts editor and ported it for NHL2K11.
