It keeps the number of players with those dev traits in balance so the game doesn't have hundreds of ss xfactor players. However, it does that by regressing certain guys regardless of their performance. You'll see a dude win mvp and drop from xfactor down to ss dev. I always turn that off because - like many things in madden - the devs haven't tuned it to work properly.
