Just saw this...very cryptic. EA did something less cryptic on their Twitter to announce the return of NCAA Football, so this doesn't surprise me one bit.
I'll be a bit surprised if a new NCAA basketball game is revealed as EA Sports stepped away from basketball games (NBA Live) a few years ago. Nonetheless, I bet they rename the game EA College Basketball to eliminate the NCAA from being involved.
