You'd have to understand:
A) how long it takes to create these licensed fighters
B) That the UFC largely dictates who gets in

I’m sure those things are factors but the roster in EA UFC 2 was very good. It had the top fighters, middle of the pack fighters, and up and coming prospects. In EA UFC 4 we had multiple ranked fighters not in the game at launch.
To make things worse, they ruined the CAF system and we couldn’t create the missing fighters ourselves because we were stuck with the stupid archetype system.
I’m sure those things are factors but the roster in EA UFC 2 was very good. It had the top fighters, middle of the pack fighters, and up and coming prospects. In EA UFC 4 we had multiple ranked fighters not in the game at launch.

With UFC 2, the art department's primary goal was to create new fighters and that is once of the reasons the roster was better. They discovered with 2 that the majority of people dont play with like 2/3 of the roster and so they focused more on adding fighters through updates after release.
The team is also more selective about who they choose to create. As The Rizzle said, it takes a while to create a licensed fighter and with 2, EA wasted a lot of time creating fighters like Chico Camus, Heather jo Clark and Jake Rosholt who were only cut from the UFC before 3 was released. The goal is to create fighters that are likely going to be in the UFC for a while.
I'm not saying this is the right thing (I prefer a huge roster because I'm an offline universe player) but I get their reasoning.

I've learned to look ahead at who is headlining the fight nights and there is a decent correlation for who they end up adding as DLC.
That correlates to adding worthwhile additions that people are more likely to use and won't immediately out date the roster by being cut.
