2 - It is a long-established fact that the Competitive gameplay style reduces if not outright eliminates CPU-triggered random penalties. It is likely that penalties aren't changed much from how they are implemented in Madden 22 given that Tiburon didn't really talk about penalties, but one certainly shouldn't evaluate the effectiveness of penalties in Madden 23 based on one abridged competitive gameplay stream.
