Players develop during whole season, check player report every month on December - April.

After season is over and off season begins, players will change mostly based on season stats. When summer is over and new season begin, players will get bigger natural development change.

I think it is really good and realistic system. Only issues are sometimes stats will change player too much, but that also happens on real life too. Some players surprise how they develop.
