Just lower their ratings. That’s what I do. The game makes them declare based on OV. I had a Junior QB that I only got to play with for one season (loaded depth chart) but he balled out and was a 93 OV. I dropped his awareness and throwing power to 0, and he didn’t declare when I restarted from my save point before the declaring/transferring point.
I’ll do the opposite for players who I think should declare early that I want gone to free up a lot jam. I had a JR back who rushed for 1300 and was a 92 OV but he kept coming back. So I bumped him to a 99 and he hit the deucesComment

The two suggested methods are definitely going to be the most effective. Although careful about changing position if he has traits that you want to keep, I've heard those go away if you change position.
My suggestion was just going to be get the perks for being able to use a persuade twice, and just keep a backup save and if they aren't persuaded then reload your backup save.
Lowering their ratings is probably the best bet though. Start with awareness, lowering that has the biggest effect on OVR and is easy to remember one rating to change back after that stage.Comment

In previous versions I noticed that QBs that are 6'1" and shorter never leave early. They may have changed this restriction based on the success that Drew Brees, Russell Wilson, and Kyler Murray have had in the NFL.Comment
