This is going to hurt Cleveland Indians fans but here goes:
Joe Charboneau
The guy was supposed to be the Indians' main man for the '80s as they were starting to build up (at the time) a very good farm system with talented kids set to come up in the next few years after Charboneau.

I cant believe no one has mentioned Kevin Mass from the Yankees. He was suppose to take over for Donnie Baseball.
On a side note... Shane Mack was a GOD! Second in manliness only to Tom Brookens form the 80s-early 90s ball players.My Teams:

Since this has degenerated a little bit, I submit for consideration Todd Zeile. Coming into the Majors he was supposed to be the second coming of Johnny Bench. Whereas he certainly had a long, solid career he never lived up to the hype he had before he came into the Majors.
Another player, who's career went better than Zeile but not to the level of expecation coming out of the Minors would need to be Cliff Floyd. He was supposed to be the final piece to what would become an Expos dynasty, but alas neither one really worked out.Comment

I've got another one to add. He wasn't a complete bust, but with his talent and ability he was crap.
Ruben Rivera. I'm not sure what player the Padres compared him too, but they thought he was going to be so good that they released Steve Finley (who would make the Padres regret doing that for many years) and they didn't want to trade him for Randy Johnson in 1998. He did put up decent power numbers... but I don't think he ever hit over the Mendoza line.Comment

i would have to disagree that the word "bust" label these two guys.. they were All-Stars & on WS teams, & that expos dynasty was done in by the 94 strike.. Floyd also had to overcome a rather gruesome injury to come back to play.. Zeile went from catcher to a very proficient 3rd baseman... to me a bust is someone who is hyped or has a good "coming out" season then does nothing for the rest of his career..Comment
