While I don't think stats tell the whole story, just to put a few things in perspective.

In his best year (2003) Carter:
Ranked 24th in passer rating. (71.4)
Threw the 2nd most INT's in the league (21). The most was 22, he just missed it.
Threw the 15th most TD passes in the league. (17)
Was 22nd in Yards per Attempt, which is actually quite telling. (6.54 ypa)

With Carter running the show, the Cowboys offense ranked 21st in the league in scoring offense, averaging just 18 points per game.

There's a reason he's unemployed. He's was not an effective player.
