Sega sent the game in to be reviewed. That means they think it is close enough to done to be able to be reviewed.

And by now, the game probably is pretty much done. They might still be fixing some bugs, but besides that they are finished up. Games usually are pretty much finished up a decent time before they are released.

Yeah, but more than a month is a pretty long time to be done and not releasing it. They probably sent out a copy that was 85-90% done.
