Video game publishers don't pay mags/websites off but there are various factors that go a long way in how a game is perceived. It happens in several other industries and it's no different in the gaming industry. They will praise ESPN Football as a great game but Madden will always get the slight edge due to its history. That's why you'll often see reviews where the reviewer may say he prefers the Sega game and that it does many things better,yet invariably the writer gives Madden the higher score. It's just how things work and it will take several years to break that. Sony was on the path to breaking that until they dropped the ball wih Gameday.

Sega has seen the benefit of this in regards to other games so they can't complain. Like I said,its how things work.
