No. These are the Official EA Rosters, downloadable from within the game. Since the Xbox version is not able to download rosters, EA will not be producing any Xbox updates.

There are a number of fan-created rosters available in this forum, however. You can sort the forum by Subject, then look for posts beginning with "Madden 2004 Football Roster - Xbox".
