Player Progression based on performance?

Do players progress the following year based on how they actually perform (assuming they are starters) IE I have a freshman RS QB right now... if he has a real good year will he improve more or is it generic?

Thats one of the factors but the biggest is program prestige.

The hidden potential rating is probably more important than anything.
