I have finished my first year and now in offseason. At the roster cuts and wondered if I can make cuts for all the teams. My understanding is that CPU teams cuts can be horrible and that they cut top recruits. I want to avoid this but have no idea how this can be accomplished. Please help.

You can only perform cuts on the teams you control

Is there not a way to upload the rosters and then make cuts?

nope, you can only make the cuts in dynasty mode, and then once again you need to be in control of the team to make those cuts
