I'm actually working on a Legends roster for myself right now (adjusting ratings for the all-time greats so that it reflects them in their prime) for the purpose of putting them in the draft to play a season. In order for it to work, you have to put all the classic players that you want available in the fantasy draft INTO THE FREE-AGENT POOL. Players on the 2013/2014 rosters - as well as the free agents - will be available for the draft.
Regarding classic teams, there is an option to switch out the teams when you set up the Association. The problem with that, though, is that there are so many fake generic players on the classic teams that it annoys me too much to play with them without going through all the trouble and time of creating all the missing players.
I'm really looking forward to my all-time fantasy draft and season, though!
(I'm not sure about CPU vs CPU. Never tried.)

To do CPU vs CPU you just need to put the controller between the two teams instead of picking one to use as user. It has been available in many sports games, but recently Madden took out the option. Just checking to see if it is available in NBA 2k
