Does anyone know why this option i greyed out? And how can it be unlocked?

And no one can answer it. I tweeted to EA's nhl twitter account and they won't answer my tweet but they will answer others who tweeted after me.

I'm thinking it may have to do with stadium rights, but EA hasn't come out and said anything. Plus with goal songs that doesn't seem to make sense since some stadiums have their licensed songs(CHI, BOS, PIT) while others don't(PHI)
