Team Relocation Help!

Hey guys...I like to create my own teams through relocation. In the past I'd start the process of relocation right away in my CFM...you just had to wait through 1 season. This year is very odd. I know if you choose Owner you can do it but it just says you'll be contacted once there's a city....BUT....I never get that message. I've simmed 5 years to no avail with multiple teams. So...what gives? This sucks.

you get a message sometime in either week 6 or seven during the season
