MyLeague/MyGm free agent player progression

I was wondering whether or not players in the free agent pool progress over the years if they are not signed by a team during that period. The free agent pool currently has a couple of players that went undrafted who I know for a fact (since I created the draft class) could grow into usefull players. How does that work?

I'm pretty sure they don't develop if they spent a year as a free agent. Not 100% certain, but I remember editing Ivica Zubac's potential to low-eighties once. Then I found him in the free-agent pool during a MyGM where he was in his mid-late 20's and had an OVR rating in the low-mid 70's as I remember.
