Legend Edition Covers and the Expectation of Legend Modes

Over the years since NBA 2K11 and 2K12 were released, 2K has missed multiple opportunities to incorporate their classic rosters into their own unique game modes. They have continued to produce "Legend Edition" covers and game packages but without any historic game mode. The question is why?
NBA2K11 and NBA2K12 both incorporated the classic teams and legends magnificently into their own standalone game modes. With the current gen 2K and the addition of even more classic teams, 2K has continued to miss out on opportunities to give legends and classic teams their own unique stage outside of MyTeam.
As far as the legend cover athletes, they serve as nothing more than a marketing piece to persuade consumers to purchase the game at a higher price point by offering a few digital perks and sometimes physical perks, as well as the opportunity to play the game early.
In 2K11 a Jordan Cover meant we got The JORDAN Challenge and beating that yielded another game mode MJ Creating A Legend.
2K12 had 3 cover athletes but we got an entire mode dedicated to reliving the feats and accomplishments of multiple legends spanning the entire lifetime of the NBA. 2K even had era specific presentation packages such as Bill Russel's Celtics playing in black and white. 80's teams played in less than HD conditions resulting in a slightly blurry, non focused camera look.
In those days legends on the cover meant good quality content for which you could properly use the classic teams.
In this video we visit what has become of the Legend Edition Cover of the game and why we can expect it will not have any related content (outside of myteam). We also should not expect a dedicated game mode.
