While not a rotation per se, the CPU does already manage running backs significantly more intelligently in Madden 19. This was achieved with the addition of the Power RB depth chart slot (PWHB1 replaces standard HB in two-back sets, so big guys like LeGarrette Blount will get priority in I-Formation runs) and the expansion of duties assigned to the 3rd Down RB depth chart slot (3DRB1 replaces HB1 in most Shotgun sets, so better pass-catchers like Tarik Cohen will tend to get priority on obvious passing downs).

If you've got a team who has a do-it-all back who is good at running with power, running with agility, and pass catching - say the Jets' LeVeon Bell or the Cowboys' Ezekiel Elliott - then you'll continue to see those teams play one back until he gets tired, as in older Madden games. CPU teams still don't have a concept of keeping guys on a pitch count.
