Is there a go to website, or multiple websites that have good mods/patches for PC version? Also, does the PC version use Frosty Mod manager like Madden does for mods?

I’m not a big fan of moddingway generally but their fifa community is pretty decent. Soccer gaming.com is also good.

Yes fifa modding uses frosty.

Of course. FIFA has used Frosty Manager for a few years now, and over on www.soccergaming.com, checkout Fidel's in depth mods he creates, amazing work he has done over the years for FIFA, unlocking lots of things.
