I feel like this has been an issue for... 25 years? Something like that. Has anyone ever found a way to fix this? No matter what, turning everything auto off still has the CPU signing free agents, specifically in the pre-season.

Is "fill roster" on or off? Also did you create the league with it on or off

Off. This was more of a rhetorical question because this has been an issue for years that never seems to have been fixed.
